Your question is general; it needs some clarification in order to be answered in detail. One is not permitted to do certain things unless the official or the concerned authority permits it for regulation and public interests. On the other hand, sometimes one is permitted to do certain things – even if the official authorities prevent it – when such prevention involves oppression, violation of Sharee‘ah, and so on.
